The Strategic Vendor Program (SVP) is a new initiative implemented by the Office of Investment Security (OIS) to raise awareness of the relevant domestic vendor base of companies for parties whose transactions have cleared the CFIUS review process.

Strategic Vendor Program Mission

Consistent with President Trump’s directive in the America First Investment Policy, maintaining an open investment environment is critical to the national and economic security of the United States. The SVP aims to support an open investment environment by facilitating access to a resilient, U.S.-based network of suppliers and vendors for companies that have undergone the CFIUS foreign investment review process. The SVP seeks to strengthen the U.S. supply chain and demonstrate how foreign direct investment can serve as an economic force-multiplier by scaling complementary industry participants on American soil.

A Stronger U.S. Supply Chain to Serve National and Economic Security

The SVP’s objectives include:

  • Maximizing the economic impact of foreign direct investment across the country;
  • Catalyzing private capital investment into critical technologies;
  • Building out domestic supply chains vital to U.S. national security;
  • Engaging with entrepreneurs and small and medium-sized businesses operating inside this ecosystem to raise awareness of capital access programs that can help them scale and grow;
  • Supporting high-paying jobs, increased investment in technology, advanced manufacturing, and research and development in the United States; and
  • Collaborating with federal, state, and local economic development partners to help relevant companies expand their operations and manufacturing capabilities.

OIS is partnering with certain agencies on the SVP, including the Department of War, the Department of Commerce, and the U.S. Small Business Administration. These agencies are well positioned to identify and support relevant domestic vendors through their existing networks and are situated to develop certain companies through direct capital, loans, and equity investments, as appropriate. These collective efforts are intended to provide a robust environment to maximize the economic impact of foreign direct investment across the country.

OIS is organizing and attending events and roundtables and visiting companies throughout the country to highlight the SVP and implement the Administration’s protect-and-promote approach to foreign direct investment.
